Dr. Salah is currently the Deputy Minister for Economic Affairs at the Ministry of Economy and Planning (MoEP). Prior to that, Dr. Salah worked as an assistant professor in the Department of Economics at King Saud University, in addition to working as a part-time consultant for a number of ministries and government agencies, from 1990 to 1996. He later joined  the Ministry of Economy and Planning to work as a general manager of the Department of Studies and Research and head of the group for economic modeling and planning.

Dr. Salah holds a doctorate degree in economics with specialty in mathematical modeling and international trade as well as a master's degree in economics and international trade from Oklahoma State University, USA. He received his bachelor's degree in economics from the King Saud University in Riyadh in 1980 and won the award of the first ideal student that same year. Dr. Salah has a large number of Economic Research papers that cover a range of subjects including: exchange rates, joining the World Trade Organization and economic diversification of the Kingdom. In addition, Dr. Salah participated in delivering a number of lectures and conferences both locally and internationally.
